David Gwilliam b37b2ccc73 refactor: move effects_plugins to engine/effects/plugins
- Move effects_plugins/ to engine/effects/plugins/
- Update imports in engine/app.py
- Update imports in all test files
- Follows capability-based deps architecture

Closes #27
